Frozen front skid arm

My front skid arm is frozen where it pivots at the rails. It looked like the axle was shifted to the side of the tube. I thought I needed bushings, but the micro fische doesn;t show any bushings, only a ring axle and tube (arm). Is there a busing in here, or is it metal to metal? If bushing, what is #? Maybe my axle is bent?
